Developers sought for 8 acres of Detroit-owned Midtown land to build 210-260 apartments

Two Detroit city departments are seeking developers for a total of about eight acres of Midtown property to build between 210 and 260 apartments.

The city’s Planning and Development and Housing and Revitalization departments on Tuesday morning issued requests for proposals from developers for the former Wigle Recreation Centersite at 901 Selden St., just east of the Lodge Freeway, and four small parcels on Garfield Street off John R totaling about an acre in the Sugar Hill Arts District.

On the Wigle property, the city is seeking a developer to build between 150 and 200 apartments with open space and walkability, with 20 percent of the units reserved for “affordable” housing. The developer is required to include at least 1 acre of open space

The city is also seeking a developer to build at least 60 apartments, with 20 percent of them “affordable,” on the Garfield/John R property.

“As the city rebuilds its population density, we are going to do everything we can to make sure Detroiters of all income levels have the ability to live in these new developments,” James Arthur Jemison, the city’s director of Housing and Revitalization, said in a news release. “That includes some of the best new developments in downtown, Midtown and along the east riverfront.”

The Sugar Hill development, on the east side of Woodward Avenue, is also expected to include a parking structure with at least 260 spaces and first-floor retail of about 7,000 square feet.

Responses to the RFPs, which can be viewed here (Wigle Recreation Center) and here (Sugar Hill), are due by 5 p.m. Nov. 14.
